Caprivi Strip has international recognized boarders with Namibia

"903 Caprivians in Botswana are cleared to return to Namibia" Minister ITHANA says in her address to the Parliament recently.

1. We the Caprivians at home and abroad remain without choice, but openly defy and repugnantly oppose the developments in the Tripartite Commission with regard to the protection of 903 Caprivians in Botswana.

2. Desperately, Minister Ithana in her address to the National assembly recently, she said 903 are Caprivians are cleared, therefore they can return to Namibia.

3. Caprivians believe that Botswana shared individual confidential information of Dukwi based Refugees; Namibia as a matter of fact, there is no how they could do profiling of Caprivians in exile without having individual personal files of each Caprivian Refugee in Botswana. This however, under any circumstances is a breach of international protection of displaced/ refugees who fled the Country due to political reasons; more so that such people are charged with treason.

4. We would like to reiterate our position again and again; perhaps Madam IVULA ITHANA did not inform her parliament of the meeting of the 7th April 2014 and 13 May 2015.

5. In the particular said meetings, Madam IVULA ITHANA was in Botswana in Dukwi Refugee Camp, Caprivians fervently told her that we are UNITED DEMOCRATIC PARTY (UDP) members who are in exile for only one reason to liberate our motherland the Caprivi Strip which is occupied by Namibia forcefully.

6. Caprivians boldly asked the Minister in both meetings, Madam ITHANA did not respond to a simple question posed to her, perhaps we repeat it maybe the Namibian Parliament will give response to the question, we asked the Minister "why only in 1999 that Namibian Parliament illegally amended through an act of Parliament act 10 of 1999, a law to allow Namibian laws to apply in the Caprivi territory, this was done when we are already in exile in Botswana and other countries.

7. We hold it without doubt that Namibians are just mere charlatans in the Caprivi Strip. The imposed occupation is tantamount to provocation, illegally and violations of the rights of the Caprivians and should be condemned even by the very impostors if honesty is something they can go by.

8. Namibian Government is keeping Caprivians in prisons for 20 years now, others sentenced while others still on trial; they are charged with HIGH TREASON, those charged are accused as criminals who have acted or participated in the determined attack to end the illegal forced occupation of their motherland Caprivi Strip, some are just sympasizers who hold opinions of free Caprivi.

9. More than 20 Caprivians died in the Namibian prisons while on trial, in fact before they could be proven guilty or not quilty. All the deceased died mysteriously, either as a result of torture or highly suspected food poisoning.

10. Therefore those who choose to return to Namibia are risking their lives as Namibia will never but never lose grip of their evil intentions on the Caprivian people. Namibians are aliens whose presence in the Caprivi Strip is only to destroy, exploit, and plunder Caprivians and their resources.

11. Caprivi ZIpfel has well demarcated boundaries that need to be respected by Namibia, Caprivi borders with Botswana in the South, Zimbabwe in the Eastern part, Zambia in the Northern part, Angola in the North West and Namibia in the Western part.

12. Put in focus, German which was the first colonizers of South West Africa to which under British Colony South Africa inherited the boarders, thereafter upon the independence of Namibia, established herself on the same,

In 1908 in Windhoek district Court, in recognition of the separate two territories named German South West Africa and Caprivi Zipfel, German imperial Judge Stinzing ruled by discharging Rochloff and Geik with immediate effect, the two were caught Poaching and smuggling of weapons and selling them to African living in the vicinity; the two were arraigned before him on 29 July 1908, Judge Stinzing ; he dismissed the accused on the grounds that Germany laws do not apply in the Caprivi Zipfel.

14. Therefore we affirm our position, even in the event where no single person, or for whatever reasons Caprivians are phased out of the Earth, NAMIBIA should know that Caprivi is has and will never be part of Namibia but is occupying it illegally.

15. No history, no theory, no law both domestic and internationally, no single person old or young can prove contrary to our view.

16. It is for the very reason why Namibia refuses to allow themselves for peaceful dialogue on the Caprivi Political question because they have no argument.

17. The Former Prime minister Nahas Angula said “dialogue of the Caprivi is out of question, it is a none starter and the current Prime Minister Sara Kuongelwa said “there is nowhere in the ranks of Namibia where Caprivi issue is discussed” suggesting that it is not a matter of discussion.

18. The current President Dr. Geingob in his special visit to Caprivi and on a different occasion in parliament when asked by one parliamentarian Benson Kaapala on the legality of the Caprivi occupation, the President said Mr. Muyongo was a drafter of the Namibian Constitution that is praised by the world.

19. One may wonder the genius in such responses, Mr. Muyongo by being among the drafters of the Namibian constitution means he gave away Caprivi? We wonder, only in the Namibian Courts is where such can be a fact of law. If Namibians were law oriented, whose minds are liberated, honesty and want their leadership to deal honestly with all matters without favor and prejudice even the Citizens could have hold the Government legally responsible.

20. The first president of Senegal Leopold Sedar Senghor became a parliamentarian in France during France’s illegal occupation of Senegal; France did not hold ill opinion of legalizing their illegal occupation of Senenegalise for one being law maker in France; Similarly with Ivory Coast, Felix Houphouet –Boingny occupied several Ministerial positions in the same Country France until independence of Ivorians.

21. In normal circumstances Namibia should only appreciate for what Mr. Muyongo did to help Namibians have their Constitution. It is not a Constitution for Caprivi, and it is not for the first time I helped Swapo. My foot prints will never fade away in the SWAPO struggle for the liberation of Namibia and Caprivi. are clear them first in exile during liberation struggle and also in laying the foundation of what Namibia is today; So in waiting for the fulfillment of the merger agreement signed on the 5th November 1964 in Lusaka that stated that upon the attainment of independence, Caprivians shall be asked to decide either to join the rest of Namibia or remain independent.

22. Namibian Government should know that Caprivians in exile are members of the UNITED DEMOCRATIC PARTY (UDP) determined to liberate their Country Caprivi Strip from Namibia’s illegal occupation.

23. Namibia does not have people in exile, therefore should stop bothering Caprivians in Botswana, or waste Tax payers resources that could be used for good benefit of your own Citizens.

24. In conclusion, we would like to inform all Caprivians at home and in the Diaspora that WE stay united for a purpose, Caprivi shall be free.
